They do not speak. They twitch. The Finger Reader Enia and her sisters interpret the twitches into language. The Tarnished hears the will of god through three layers of indirection, Greater Will to Two Fingers to Reader to ear, and the layers are the canon's running joke.

The Greater Will is not the only outer god watching. The Three Fingers under Leyndell are the counter-emissary of the chaos-god, the one buried with the Great Caravan. The whole sequence, Two Fingers gone slowly mute, Three Fingers patiently waiting for someone to descend the stairs, is a map of the canon's central question : are the gods worth listening to anymore?
